NCOs Reform Has Been Launched In Ukraine

The Reform Office of the Ministry of Defense of Ukraine welcomes the long-awaited implementation of the NCO reform, which has been ongoing since 2016.
The process has begun with the preparation of the bill No. 0609, which was prepared by the experts of the Reforms Office, approved by the Verkhovna Rada of Ukraine on October 17, and signed by the President of Ukraine Volodymyr Zelenskyi on November 29, 2019.

Revolutionary bill provides the following:

1) Introduces new military ranks of the NCO Corp of the Armed Forces of Ukraine, as well as ensures their compliance with the equivalent NATO Code column in accordance with STANAG 2116

2) Creates additional motivation for Ukrainian citizens to serve on a contract bases and will facilitate the transition of the Armed Forces of Ukraine to a professional base

3) Changes the functionality of the NCO: from now on NCOs are advisers and assistants to commanders

4) Establishes the lowest military rank "recruit"; this step is intended to initiate the selection of quality personnel for military service.
