The Reform Committee of the Ministry of defense and Armed Forces of Ukraine is an advisory body chaired by the Minister of defense of Ukraine that provides for coordination, monitoring and evaluation of defense reform.

The Reform Committee consists of representatives of Minister of defense and Armed forces of Ukraine, advisors from NATO member-nations, Members of Parliament, volunteers and representatives of civil society organizations.

The Reform Committee of the Ministry of defense and Armed Forces of Ukraine is an advisory body chaired by the Minister of defense of Ukraine that provides for coordination, monitoring and evaluation of defense reform.


Reform Committee reports the progress or challenges emerging in the course of reforms to the Minister of defense in person. The Committee also provides the Minister with all necessary materials that are required to inform the National Reforms Council concerning the progress of defense reforms and the efforts that are necessary to promote further transformations.

The Working Groups of the Committee analyze the potential options to achieve strategic objectives and propose the necessary changes in the national regulatory and legal framework, doctrinal documents, force training and command and control systems, organizational structure of security authorities, infrastructure etc. Recommendations of Working Groups are used for the development of State Program for the Development of Armed Forces of Ukraine 2020 and other ad hoc defense programs.

The Reforms Committee closely cooperates with Ukrainian Parliamentary Committee on national security and defense issues, National Security and Defense Council, Government Committee on defense, defense industrial system and law-enforcement issues in terms of monitoring of the reform process and its effectiveness evaluation, as well as development of legal and regulatory framework that is required for implementation of reforms.

The Committee plays a key role in coordination and clarification of the needs for obtaining international technical assistance in support of defense reform in Ukraine. Future assistance programs will accommodate the priorities that have been determined in the Strategic Bulletin, and representatives of donor nations will be involved in cooperation with appropriate sub-committees and working groups.
